SALTBURN TRANSPORT MASTERPLAN

The following is my draft copy of the Saltburn Transport Masterplan, commissioned by Redcar and Cleveland Council at a cost of £50,000. Redcar and Cleveland Council has not published this plan, which is why I am sharing it here, in the public interest.

Dorman Long Tower

For residents information, last Friday afternoon Historic England added the Dorman Long Tower to the statutory list of buildings, Grade 2. This prevents Teesworks from demolishing the Tower, and they will now have to apply for planning permission to do so. The proposal, should they make one, will go through the normal processes, and will most likely go to the Regulatory Committee. Residents will be able to make submissions to the Committee in the usual way.

Waste Matters

Just been in a Council briefing about waste management in the borough:

They said:

The current waste contractor does not require paper and card to be kept separate from the rest of the recycling.

COVID has impacted the service, especially a severe shortage of hgv drivers, including agency drivers.

The management team has daily crisis meetings.

Quite a lot of waste being put into the green bins is actually recyclable, such as cardboard and metal.

A lot more waste has been collected from homes during the pandemic, inevitably.

98% of residents think it is important to recycle. 66% think they could recycle more.

The Council is planning to implement a weekly food waste collection. They have costed a scheme which can be implemented over several years, and are now waiting for further guidance from Government.

The pandemic increased the borough’s recycling waste by 2000 tons.

The amount of contaminated recycling has significantly reduced.

The Government wants to move towards having recyclable materials all collected separately. This is likely to become the law.

BMI Letters

I complained so many times about these BMI letters when I was Children’s Lead on the Council. Sadly, I didn’t have the power to stop them as, though they are sent out in the Council’s name, they are printed and sent by the local NHS. The officials did say they would make sure that at least those letters saying a child was obese would have the parent’s name on the envelope, rather than “parents of” and then the child’s name. The idea of a twelve year old accidentally opening a letter and finding she has been declared overweight by the authorities is appalling.

New Saltburn Parking Charges

I feel I must give residents some early info on this issue. When the long-planned works to increase the number of parking spaces has been completed in Saltburn, the current Council administration, lead by Cllr Mary Lanigan, is planning to introduce parking charges on Marine Parade, as well as resident-only parking in the Jewel streets.

Now, I know from talking to visitors to Saltburn in our shop that they like the free parking, and are often surprised that it is all free. Perhaps it makes them more inclined to drive to Saltburn.

It is also possible that Jewel-street residents will find it easier to park, as long as the numbers of cars owned by residents in those streets does not exceed the number of spaces available.

However, my main concern about charging is the side-effect on the parking available in the rest of our town, as visiting motorists try to avoid being charged, as they will be naturally inclined to do.

In the course of time there will be an official public proposal of these plans, together with a formal consultation period, when residents can submit their views. In the meantime, residents can send their views informally to Cllr Lanigan at Mary.Lanigan@redcar-cleveland.gov.uk.
